The government is allegedly running mysterious accounts outside the country, one of which money from the Eurobond was deposited into.
Controller of Budget Agnes Odhiambo added that Sh53.2 billion was used to pay off a loan without approval.
She said on Thursday she did not approve the payment of a syndicated loan in 2014, from Eurobond proceeds.
Odhiambo told the National Assembly Public Accounts Committee that the Treasury gave her receipts after making the payment from a special account opened overseas to handle proceeds from the Eurobond.
She refuted statements attributed to CS Henry Rotich that she gave authorisation for payments.
â€œMy office is not a signatory to these special accounts therefore I could not have authorised any transactions,” she said.
Adhiambo requested Parliament to order a special audit into the transactions and establish the number of accounts the country is running overseas.
She further called for laws on opening and operating such accounts saying they were opened without Parliament’s approval as required by the National Assembly.
Committee members faulted Rotich for snubbing their invitation to answer questions on the matter.
