Â Devolution in ICU: Why Kenya deserve Raila Presidency.
Of late, Kenyans have been treated to a series of events ranging from the Raila VIP saga, MPs’ salary demands, supremacy warÂ between the National Assembly and the Senate, The ‘hustlers’Â massage jet hire, Kethi Kilonzo declaring her unwillingness to support her step mother or to be direct -Jubilee team whom she says are her father’s “enemies” to the current assassination attempt on devolution outcry!.
We fought so hard for devolution. It took long and as patient as we are, we endured the pain of waiting. With change generals like Hon. Raila Odinga and the civil society we hit the road running to campaign for the new constitutional dispensation that carried the aspiration of many Kenyans; even as some people marshalled a section of Kenyans to try frustrate majority wishes. Pretenders like Kibaki and Uhuru joined the fray just to avoid a replica 2005 referendum.
When the new constitution was finally promulgated, our happiness was rekindled as we ushered in a new era- what the swahili call Mwamko Mpya. The high hopes and expectations were soon short lived following Kibaki’s short stint with the new constitution. He blatantly and recklessly defied several provisions of the very constitution he promulgated even as one man- Raila Odinga- stood by it.
Even as Kibaki was dealing the new dispensation several blows, the institutions created under the new constitution were yet to be tested. We went to the last elections with high hopes and trust in our institutions. But our frustrations were ignited when the same institutions we trusted gave us a cold shoulder. The IEBC as you can recall, colluded with the indictees and dictator Kibaki to rig elections.
Still, we kept hope alive. We moved to court assuming the judiciary would maintain its independence. Little did we know that “some six people” were under the payroll and direction of our opponents. Mutunga would rather stand with dark forces than embracing justice, so it was alleged!.
Uhuru was declared the ‘winner’ and sworn in in a ceremony conducted near his home county. I felt like peeing all the time. In attendance were some mean looking heads of states and governments. I wonder why they felt uneasy on their seats. Some even pretended to lecture us on a subject they vaguely understood, democracy. Don’t forget this man is an indictee, accused of slaughtering his own citizens.
And to follow in his father’s footsteps, what we call ‘fuata nyayo, he used one of his father’s bible to swear in. I saw plagues ahead.
For a man whose father stole everything that belongs to Kenya including the word ‘kenya, he just added -tta to create a name, Kenyatta. Uhuru is hell bent to act like his father who invented the formula of killing devolution. Devolution aims to transfer resources to the grassroot. This leaves little for the greedy, selfish, and corrupt central government to loot and embezzle as per the norm since indepence.
Uhuru does not understand devolution. Even the word itself. Therefore, for him to contravene our expectations isn’t strange or disgusting. He signed the act on revenue allocation at night. I doubt whether he was sober. He has maintained county commissioners appointed by his tribesman, Kibaki. For your information, the puppets are spies used to checkmate governors.
This man is busy killing devolution Raila fought for. Devolution is in ICU!
With people like Kimemia and the ‘amicus huriae’ around him, we will soon hear of amendments to give him more powers. What buffles me is the sudden and unexpected change of mind from some quatters who traversed the country campaigning for this indictee. It seems they have finally seen the light. God is great- Isaack Rutto , Kipchumba Murkomen say AMEN!
While this man is busy crippling devolution, Hon. Raila Odinga, working with other cord governors is doing wonders. We know of investment agreements already signed by Alfred Mutua, Evans Kidero and Cyprian Awiti ofÂ Nairobi,Machakos and Homabay counties respectively. Others are on their way. I have no clue what jubilee governors are doing three months later.
Jack & Jill supermarket was bult for overÂ thirty years to acquire its status. Some rogue landlord brought it down in just a day. Devolution is facing the same fate. The Kenya’s chief landlord will ensure it is grounded. We fought for it for thirty years. It has beed brought down just like that.
It is like a child left in the hands of a stepmother. We natured the pregnancy very well,Â when the time came, we placed the child in the hands of hyenas.
If we want any meaningful devolution, H.E Raila Odinga is the right man. He not only know it, but also understands it. It is Raila to anchor and cement devolution in Kenya. Not indictees concentrating on their cases at the ICC more than Kenyan interests.
