From early 2014 upto June this year, two officials who allege to work for the National Intelligence Service (NIS) have been in correspondence with a hacking company which they wanted to hire.
Part One: 1st Assignment.

The first assignment, which was meant to test the efficacy (hacking capability) of the company, was to hack Kahawa Tungu. The two officials identify themselves as Chris Kinyanjui and Eric Mwangi.
Kinyanjui introduces Mwangi, who works in Office of the President as an officer of the National Intelligence Service attached to Cyber Security Department (the idiots who thought Wadi was a national security issue). The country representative of the hacking agency is identified as a Mr. Emad Shehata.
Kinyanjui writes to Emad:
Hope this email finds you well. We have seen your proposal on the Galileo product and all looks great and would wish to move forward.
Meanwhile, there is a quick task we have for you:
1) There is a website we would wish you urgently bring down, either by defacement or by making it completely inaccessible. The website url is http://www.kahawatungu.com.
If you can bring this site down, it would serve as a great proof of concept for your capabilities and also provide a means of immediate engagement. Please let me know if this is possible, and how soon you can have it done.
Part Two: Identities

Chris Kinyanjui is the Executive Director, Com21 Ltd. His email is firstname.lastname@example.org. and email@example.com. A search online reveals Com21 Ltd. is an IT company in Kenya. It lists Safaricom, Kenya Police, Equity Bank, etc as some of its clients. Curiously, it also lists ‘Office of the Prime Minister’ as among its clients.
Eric Mwangi is an officer who in the emails alleges to work with the Cyber Security Department, Office of the President. It is at his request that Kahawa Tungu blog has to be brought down to show that Milan Singapore, the hacking agency, has the wherewithal to undertake hacking services. He gives his address:
Cyber security Department,
Office of the President,
P.o. Box 30091 – 00100
Phone : +254722760274
skype id: ericg.ict
Emad Shehata: This is the Kenya Representative to the hacking group. It is him (his company) which has to undertake the works. From the email exchanges, he has met both Eric and Chris in Dubai. While he is pushing for Milan to actually hack Kahawa Tungu, as a representative the final order rested with his bosses.
Daniele Milan: She is the Operations manager of the Hacking Group. She is also Emad’s boss. She REFUSED to hack Kahawa Tungu. In an email, she informs Emad that the site they are being requested to hack is a news website highlighting ‘corruption and other wrong doings’ in Kenya government’. Here is her email to Emad:
the person who wrote us is from a private communication company in Kenya that sells pay TV services, and the URL they asked us to tear down is a news website that is highlighting corruption and other wrongdoings in the Kenya government.
I don’t think we want to be involved with this…
Part Three: Hacking News Websites in Kenya.
While Wikileaks has now revealed that officials of the NIS and Cyber Security Unit sent these illicit requests to international hacking groups to hack news websites in Kenya, it leaves a lot of questions in Kenya’s own ability to monitor cyber crime despite the billions the ministry of internal security has consumed in alleged upgrade of the country’s forensic capabilities. What is even shocking is that as late as last month, the government was still in communications with this particular hacking agency. Only God knows how many international hacking companies is on our government’s payroll, gobbling taxpayer’s taxes.
Weakileaks reveal Eric Mwangi travelled to Qatar and signed agreements with this company at the behest of Eric Kinyanjui’s Com21 Ltd. In fact, Daniele cautions Emad to STOP dealing with Mr. Mwangi.
What services, one may ask, is Eric Kinyanjui’s Com21 Ltd offering Police Department? How do companies bid to offer hacking services to the government and does Com21 Ltd pay taxes for these illicit services?
Kahawa Tungu was actually brought down. Did Milan Singapore do it even after protest from Daniele? Are news blogs the greatest threat to Office of the President Cyber security department? With pre-occupation with Kahawa Tungu and other blogs critical to government, is much being done to fight terror? What is this government’s strategy in war against terror, which is being lost due to obsession with trivial issues.
Part Four: Galileo
Emad, to get his deal signed by Eric Mwangi (Office of the President Cyber Security Department) introduces Galileo. Emad tells they have developed a new hacking software codenamed ”Galileo” which is ‘designed to attack, infect and monitor target PCs and Smartphones, in a stealth way’.
The Kenya representative of the company, Emad Shehata, continues in the email to Kinyanjui: ”It [Galileo] allows you to covertly collect data from the most common desktop operating systems, such as:WindowsOS XLinuxFurthermore, Remote Control System can monitor all the modern smartphones: AndroidiOS,Blackberry and Windows Phone. Once a target is infected, you can access all the information, including: Skype calls, Facebook, Twitter, WhatsApp, Line, Viber and many more device location files, screenshots, microphone…”·
