In the past few weeksâ€™ â€ª#â€ŽJubileeâ€¬ and the proponents of centralization of power and resources have been struggling in contradiction to defend their opposition to the devolution of more resources as proposed by #OkoaKenya. I their endeavor they have shown a lot of contradiction and hypocrisy only seen in the 90s during the KANU rule when people advocated for more democratic space but opposed introduction of multiparty.
While all have been in agreement that there is need to have more resources to the counties the opponents of the referendum have been breathing hot and cold in their statements because they have failed to perform their duties of fighting corruption and prosecuting the national and county officials involved in graft and are now transferring the blame to the governors and using the accountability propaganda to try and stop more resources to the county.
I say so because the county governments have been here with us for one year implementing development at the devolved level and itâ€™s only the masters and proponent of centralized use and abuse of power and resources, who are mesmerized by power who can say that the counties do not need more resources for greater impact of their work at the grassroots.
In the matter of accountability, the national government has the systems and structures to investigate and prosecute misappropriation of public resources and the Public Finance Act has mechanism that should be implemented to stem out graft including dissolving a county government in case of adverse graft and misuse of public resources.
We have not seen any County official in court to answer to graft, we have not seen the national government and the senate set up any mechanism to dissolve any county government, we have seen all the county government get clearance from the Director of Budget and the Auditor general to receive funding for the next financial year.
Where is the commission paid by Kenyans to fight corruption doing? Is the Kenya Ethics and anti-corruption commission a baby sitter and toothless bull dog for the national government to buck at call of the executive? What is this accountability talk that William Ruto and ilkâ€™s are telling Kenyans. Why have the national government continued to Condone, practice and protect corruption in the national government and refused to protect our hard earned taxes entrusted to them while continuing to Blame and deny Kenyans their right to additional resources for development at County level.
All I have heard â€ª#â€ŽKindikiâ€¬, â€ª#â€ŽMurkomenâ€¬ and others saying is that the county needs more resources but not through a referendum, what is wrong with a referendum, why was it put in the constitution if it is such a bad thing. #OkoaKenya is also saying that let counties be given more money the only difference is that #OkoaKenya also suggesting how that can be done soonest to enable faster development at the grassroots through additional resources to the devolved governments.
Let the national government do its job of collecting tax, protecting Kenyans, investigation, prosecution, protecting the constitution and ensuring that Corruption is uprooted from all levels of government. Kenyans will continue to enjoy their right to demand a referendum, additional resources and functions to the devolved governments, fight for electoral reforms, national security strengthening, Inclusion and national representation in public appointments, Land reforms and respect for the rule of law, redress for Historical and contemporary injustices including police reforms. This is the responsibility of Kenyans in the same constitution coined in the word â€œParticipation in Public affairsâ€
