CORD allied bloggers have taken leave from social media paving way for Mt Kenya voters to roast Devolution CS Ann Waiguru over corruption allegations in her docket. The plus size beautiful CS had posted on her Facebook that she is not to blame for corruption in her docket and went on to say that corruption was massive in all other government agencies and therefore she should be left alone.
The comments that followed were deep and brutal in all honesty, sample some of them here below>>>
Dear Anne Waiguru,
I have read your article and compared notes with our constitution. What I now understand clearly is that you do not understand your role as a cabinet Secretary as provided in in Article 153 & 154 of our constitution, this would definitely mean you are not in the right job.
The constitution gives you omni-powers over the ministry through you duties described as take charge of the ministry, further you should keep file to minutes of the ministry, this means all procurement procedures followed you had a copy of this minutes and did not read them or look into them.
You did not use the powers vested onto you through the constitution to provide controls that would at least minimize corruption cases in your docket.
You therefore bear the highest responsibility and you should resign.

You are either lazy; corrupt or incompetent or both. Just the other day you were a very junior officer at Treasury and those of us who knew you when Kimunya was Minister & Kinyua the PS, can attest that you had no special skill to warrant the speedy promotion when another minister took over. Your lack of experience in government operations is now bare and your lack of foresight and skills to handle a whole ministry is rather obvious. Why should it be that corruption, incompetence and inefficiency are mentioned repeatedly in relation to your persona? It is time to hang the boots, leave the government and do what you were doing before you joined the Treasury. Please.
“….i do not procure. I do not purchase anything for the ministry. I don’t sign or negotiate contracts…..” if i may ask what’s job your then? Just sitting down when the looting and embezzlement of funds continues while taking no action?. Until the opposition cracked the whip, kenyans were in dark and had no idea that the tax they pay everyday was ending in someone’s pocket. Therefore you should take the full responsibility as the leader of the NYS ministry

Madam Waiguru, with all due respect, am surprised that as a Minister you didn’t know about the inflated prices in your ministry, details about tenders etc. Its baffling to say the least. The best thing is for you to step aside and allow investigations by an independent body. You are doing more harm to Uhurus presidency than anybody else – the scale of thievery of public funds in your ministry is mind-boggling.

Do you know why the rest of the CS are not personally attacked?Because they were humble enough to step aside for investigations.You cannot claim to be incharge of all the good work and awards the ministry is receiving but to be unaware and untouched by all the bad things.What kind of a leader are you..When something good is happening you are chest thumping!When something bad happens,its your juniours!!Na kwani the same media that was singing you praises is now suddenly cooking up books and registers on behalf of your ministry..Are they suddenly against you only? You do not procure, you do not sign. YOU DON’T WORK either. You are the CS, and you will, as it were, be held to a higher standard. Anything that your officers do, have in essence, been done by you. Take ownership of the mistakes that have happened, and allow for investigations to be done.
Kenyans gave you the mandate to be a custodian of their public resources. Kenyans feel that you’ve fell short.
You have admitted that makosa yametendeka. Do the honorable thing and resign.
In my house, I do not go to the market,I do not physically buy the potatoes,onions, I do not physically buy the milk I do not negotiate for the sack of makaa I see in my store, I do not not I do not I do not.
BUT I fund. And I am in the picture of how the funds run.Duration the items take to deplete..I can tell their average costs,and flow.
Heading a family is the same as heading as ministry in many aspects.

Madam CS, to try and distance yourself by saying you do not do this or that will not suffice and is quite dismaying – I imagined you to be above such things. The fact is, you are the Face of the ministry. If when good things are happening you get to do the victory dance then when bad things are happening, you absolutely MUST do the walk of shame! End of story!
Again and again, no amount of your self Defense and lame excuses will replace the Shame and Unspeakable horrors in the name of Corruption associated with your Docket, in Short, by law and any other means, the buck stops with you and what you are now telling Kenyans is that You do not know your Duties and Responsibilities.
The ‘Deligence’ of service you claim to continue would make Sense if you can humbly step down. I would Personally do so for the sake of integrity and the Nation. Kenya is all ours and we owe the Generations to come a better country just like our Grand Fathers Shed their blood for future generations. Sitting there blaming others won’t help.

Kenyans really dont care who does the procurement or all the other things you are saying you dont do as a CS. As the general overseer of this docket,you are entirely to blame. Remember when the insecurity issue was too much Ole Lenku had to go yet we know he is not an a police officer on the ground

Kindly pave the way for someone else who can tame the AIE holders under your docket. You cannot sit back and wait until corruption is reported for you to ask for investigations, you must act to prevent it from happening in the first place. In your own admission, you are either powerless or held hostage by your juniors. The honorable thing to do, tell us you are not up to the task. Let’s see that resignation letter Madam. While at it, you will have set a very good precedent for other CSs in future.

No. 2. When Hon. Wetangula resigned in the previous Kibaki government due to alleged corruption in Tokyo embassy sale, its not because he signed cheques or anything but he resigned because he was the C.E.O of Foreign Ministry where there was alleged malpractices,. YOU CANNOT HIDE YOUR HEAD IN THE SAND WHEN ALL THIS IS HAPPENING UNDER YOUR SUPERVISION. all personnel in your ministry are under you. when they engage in corrupt deals, its portrays your incapability to hold the CS office. Tell us your role madam now that you don’t procure or purchase anything for the ministry or negotiate contracts. I understand that you are the boss of those purchasing, procuring and negotiating contracts in your ministry. My question to you madam, are you aware of the pens, condom dispersers and the visitor’s chair that were bought and did you or any of your staff member see if not use the items procured.
