A Kisumu resident on Facebook has captured the chaos which rocked budget meeting after they told county government officials to get serious with their jobs. Here are the reasons he gave for disrupting public views on budget:
I. Lack of seriousness ; the county government has repeatedly shown lack of seriousness in handling public participation especially as far as the budget making process is concerned . Even in the past, public participation forums have been hurriedly convened without proper notice and information. And in those meetings senior officers hardly attend . Today we said that such meetings will never go on without the attendance of all the chief officers to address the concerns raised by residents.
2. It is not logical to discuss the budget for the coming financial year without evaluating the failures and success of the last financial year. To ascertain the state of the projects that were proposed and implemented in the last financial year it was only proper that the participants were taken through the successes and challenges of the last financial year. The facilitator refused to do this.
3. Duplication of projects. Without having representatives from KUP and CDF it was going to be difficult to know which projects will be done or are being undertaken by KUP or CDF. It was actually annoying for the chief officer facilitating the meeting to say the county government is going to spend some 7M to relocate the Kachok dump site which falls under KUP. Such duplication has in the past created gaps through which public funds have been embezzled.
We felt that those reasons were valid enough to warrant postponement of the meeting to a later date when the county government will show seriousness in the affairs of the County.
