DP Ruto here is avoiding eye contact with Governor Rutto and this is purely a guilty conscious knowing very well the evil he had planned against the good governor.

I have always known that when the president rises to speak, out of courtesy, everyone rises. Then, before he starts to speak, he will request all those who stood up to sit down.
