Devolution CS Anne Waiguru is in yet another storm with revelations that millions of shillings have been looted from her Huduma Centres project.The powerful CS received over sh 25 billion in the current financial year, funds which her critics claim were allocated to her so that they get looted.
While the theft has been reported across the country, the most notorious case is Nyamira County where an official is accused of stealing over sh 30 million in just two months.
The official, a Mr. Daniel Mandugu, is said to cite his close relationship with the devolution CS whenever questions of impropriety are raised on him. Sources informed Kenya today that as many as five junior officials who questioned his management style were summarily dismissed through a text message by him.
Even worse, he has taken to travelling outside the country where he is ever accompanied by a female companion of Zimbabwe extraction whom sources claim he introduces as his ‘business partner’. Even now he is away from the country and is said to be on vocation in Zanzibar. Calls to his phone went unanswered.
For the last one month, Mandugu has visited France, Spain, China and the United States. His juniors say he has travelled more than even President Uhuru and way more than his immediate boss the Devolution CS.
What has angered his juniors is that he uses public funds to entertain his lurid lifestyle even as government services stall in the county.
