Rongo Member of Parliament Hon. Dalmas Otieno has been appointed by President Kenyatta as envoy to the South Sudan mediation talks.
In December last year when the world’s newest state plunged into violence, Hon. Dalmas was among the initial mediators Kenya proposed for the South Sudan assignment. Others includedÂ General (Rtd) Elijah Sumbeiywo, Amb. Bethwel Kiplagat, Reverend Julius Kobia, Amb. Elijah Matibo and former KANU powerbroker Mark Too.
As an envoy, Dalmas heads to Addis Ababa with added stature of being the representative of the interests of the Kenyan government and those of President Uhuru Kenyatta during the mediation process.
The appointment of Dalmas owes to his noted expertise in dealing with the South Sudan Conflict, having been a high level player during the South Sudan’s two-decade civil war with the North.
In his communication, President Kenyatta referred to Dalmas as a “noted expert on South Sudan”.
However, the appointment is set to raise eyebrows in the ODM party ranks as Dalmas had recently publicly and bitterly pulled out of the forth-coming ODM party elections citing pressure from party leader Raila Odinga. More recently, Dalmas has also been associated with talk of a new resistance movement in Nyanza set to counter ODM dominance of the heartland of Kenya’s opposition politics – Luo Nyanza.
Dalmas joins the 7 South Sudan political detainees and Mrs Rebecca Garang’, widow of South Sudan’s founder Dr John Garang’. The group’s participation is set to add impetus to the ongoing mediation talks in Addis Ababa, Ethiopia.
