DRAMA in Judiciary as MUTUNGA, JSC Slaps SHOLLEI with Sh1.2 billion scandal

The Judicial Service Commission (JSC) ruthlessly massacred Chief Registrar Gladys Shollei with a sh1.2 billion scandal spanning over two years, a charge which may propel the woman to an early employment menopause.

A few weeks ago did the embattled woman treat the country to high level accusation touching on legal strongman and Jubilee jihadist Ahmednassir Abdullahi, Supreme Court lightweight Justice Mohammed Ibrahim, Mary Ominde among others.

At that point, a section of Jubilee affiliated legislators scrambled for the free media airtime offered due to the public interest on the issue to give it a political angle, sending JSC to a technical retreat after which the Shollei was recalled to continue with her duties.

However, Abdullahi, not a man to be outwitted by the cantankerous accusations that Shollei spew on him, revealed later that day at a Law Society dinner that it was not over; apparently, he was right.

“As the accounting officer of the Judiciary, you failed to ensure that public funds are utilised prudently resulting into misuse of approximately Sh1.2 billion

In a brief to Mrs Shollei who is the accounting officer of the Judiciary, Chief Justice Willy Mutunga says the commission was investigating allegations of impropriety in finance, procurement, human resource and insubordination against her.

“As the accounting officer of the Judiciary, you failed to ensure that public funds are utilised prudently resulting into misuse of approximately Sh1.2 billion,” reads the letter to Ms Shollei.

But some allegations reeks both of sexual and nepotistic aroma, which this writer cannot afford to overlook, like this one: Her personal assistant Nicholas Okemwa is said to have received Sh11,201,313 and her secretary Ann Nyokabi Mbugua Sh4,590,806.

“You have selectively and in a discriminatory manner authorised training, foreign travel and payment of allowances to staff in your office and others who find favour with you in breach of Government Financial Regulations… As a result the said staff have been paid colossal amounts of money by the Judiciary in a span of two years,” says the JSC brief.

When appearing before parliament, Shollei mentioned one ‘Mrs Ochieng” as the person justice Ibrahim often used when he wanted his people to be employed, however, the Judiciary now things otherwise. The said employee may have suffered from Shollei’s highhandedness as she sought to built her own fiefdom in the judiciary rank and file. Reads the JSC brief further:

“You have selectively and in a discriminatory manner authorised training, foreign travel and payment of allowances to staff in your office and others who find favour with you in breach of Government Financial Regulations. . .As a result the said staff have been paid colossal amounts of money by the Judiciary in a span of two years,” says the JSC brief.

Get ready because this is going to a bad case.
