An officer in charge of NYS deliveries who first refused to stock contraband goods without proper documentation and wrote to Devolution CS Anne Waiguru exposing the rot has been transferred to Turkana County.
He reveals that he first raised the scam at NYS in February. Devolution CS Anne Waiguru then demanded a report from him and after preparing the report, he was accompanied by NYS Directr-General Nelson Githinji to the Waiguru’s office.
In the course of waiting to meet the CS, Githinji allegedly took the report, entered Waiguru’s office and when he came out, after several hours, told the officer that the meeting had been postponed.
The next day, he received his letter of transfer to Turkana County!
“As I was still waiting to be ushered in for the meeting, Githinji emerged from the CS’s office at about 3.30 pm and advised me to go and wait for him at the NYS headquarters, adding that the meeting had been postponed. The DG would report back at NYS at about 5:20 pm and immediately I walked into his office, he handed me a letter of transfer requiring me to hand over the command of the college to my successor within three days before proceeding to take up my new appointment in Turkana County,†the officer says in his report.
