Director of Public Prosecutions Keriako Tobiko has ordered political scientist and head of President Uhuru’s re-election committee Mutahi Ngunyi to be charged with hate speech and ethnic incitement targeting Luo community.
Ngunyi had used twitter to send a series of offensive tweets targeting members of the Luo ethnic group. Lawyers Apollo Mboya, Dennis Onyango and Silas Jakakimba complained to the National Cohesion and Intergration Commission (NCIC) leading to the summoning of Mr. Ngunyi.

However, Ngunyi later apologized and offered a goat to the Luo community. The goat however disappeared while being delivered to a representative of the Luo Council of Elders.

While Mr. Mboya and Mr. Konyango had indicated they forgave Mr. Ngunyi, Mr. Jakakimba dismissed the apology, maintaining Ngunyi should be prosecuted ‘for the record’. He was supported by governor Dr. Evans Kidero, who called Mr. Apollo a ‘stupid boy’ for accepting Ngunyi’s apology.
With the DPP now allowing the NCIC to charge Mr. Ngunyi, it remains to be seen how the case will progress. This is because Ngunyi is the political ideologue and strategist-in-chief for the Jubilee regime and President Uhuru. He heads Uhuru’s re-election committee.
