The scandal at Devolution Ministry over IFMIS is big. It is now safe to say billions of Kenya’s taxpayer money has been ripped off through the system.
In Malawi, billions of Kwacha were stolen using the country’s IFMIS system which officials then erased from the software making auditing of the system impossible.
In Kenya, with revelations that the system has no back-up, the country may not know how much has been ripped off from taxpayers.
In the case of Malawi, in the ensuing cover up, the Director in charge of the system was shot and the system collapsed, prompting donor funders of that country to suspend aid and demand forensic investigations. The magnitude of the theft was so big that it forced then President Joyce Banda to dissolve the entire cabinet.
It is the IFMIS scandal which finally brought her down, as opposition under then candidate Mutharika lurched on the scandal – which they christened ‘Cashgate’ Â – to persuade voters for ‘a change from thieves’.
