Nyamira county residents are a concerned lot with little external and internal help as the John Nyagarama led county government engages in unending circus of non delivery of any meaningful development.
The World Bank report that praised the county for allocating 30% of the annual budget to development activities has triggered questions as to the exact relationship between budgeting and project implementation. The world bank report was based on data submitted by the county governments and did not make any follow up or reference to implementation of the planned projects.
Most of the County projects are stalled while others are poorly executed at highly inflated costs ostensibly to meet kickbacks for top county officials.
Budgeting for development is a good thing! Actually doing the development is another. … An audit of how well the money was used is what matters … planning for roads/clinics/etc that remain undone isn’t development. noted a leading scholar from the county Dr Matunda Nyanchama.
…on the other hand, allocating money to roads (a good thing) but where perhaps +50% (a horrible thing!) leaks through kickbacks, ‘tenderpreneur’ costs, shoddy works, …. doesn’t mean development. … In fact, you don’t need a World Bank report to tell you where development is happening. Development can be felt/seen/experienced. … Numbers without corresponding tangible reality on the ground cannot sell. a respected resident Dr Matunda posted on the county’s Facebook page.
The projects initiated and budgeted by the county government NEVER actually take off, others have stalled and those being implemented are highly inflatedupto +300% of actual cost price. Corruption has taken centre stage added another County resident Motari Omotanya
Some of the completed earth/feeder roads are in deplorable state as they were done using cheap materials (garden soil instead of Marrum) besides the costs were inflated to foot bribes demanded by county government cartels.
Governor Nyagarama and his team of cartels (allegedly comprising mostly his family) should come clean and show Nyamira residents any project that is completed or nearly completed under his administration. Budgets are just that- budgets and at the close of the financial year all unspent funds reverts back to the national government, noted Evans Nyabate a local resident from Botabori area.
”We call the Ethics and ant-corruption commission to commence investigation on the so called ‘development’ projects initiated by the county government since 2013” added another resident Laban Naykundi
Corruption in Nyamira stinks to high heavens with both county government and CDF funds embezzled. Hon Nyagarama has managed to silence the sorry MCAs with attractive allowances and therefore short-circuiting the voice of the residents. The local MPs and senator have all coiled as politics of clans, corruption, nepotism and intimidation take centre stage in the county.
Take an example of this structure (picture below) of Morako polytechnic structure that allegedly cost Kshs 2.4 million, the project is in Morako sub location,Sengera location,Manga sub county,Manga ward,Nyamira county.
Another example is given of the Magombo Kemera Road (see photo below taken infront of Nyambaria High school), this is the state of most roads in the county whole major economic activity is Agriculture. For farmers to make good returns Markets should be accessed easily for perishable produce like vegetable and tea leaves. Farmers are complaining of high transport costs leading to high losses for traders.
Here below are the images of the county’s ever green highlands. The county government plan to introduce irrigation was termed as a big joke as there are rains throughout the year. All the farmers need is modern methods of farming and super seeds. Any irrigation project is just another white elephant for Nyagarama and the cartels to siphon off county resources.
Here below are the images of the Nyamira town centre, a largely one street town of the Nyamira-Centre road. The town is poorly planned, insecurity is the new normal, residents have given up complaining. Streets lights are needed to allow businesses operate beyond 1830hrs.
Even with all the accusations Shawn Sammy Nyagarama a son to the besieged governor defended the county government saying there were paper records in the county government departments offices that show some development.
”check with the county departments. Feeder roads – 240km done. Health. We have a CT scan and Nyamira hospital is well equipped. We lead in livestock production..The A.I program. Boreholes. Street lights. Just to mention but a few. In the fullness of time, I am sure we shall be better than the 50 years + we have been under the National government rule”, Sammy posted the county’s premier debating page.
Well, the governor’s son has given the direction where you can verify development (in registry of county departments where papers are the evidence and NOT the actual mention of the said projects save for the CT scan at the district hospital).
Here are some of the roads that are listed as completed and rehabilated by the county government; all range from Magombo/Mosobet, Tombe, Masosa, Nyankono, Nyamaiya-Mbariri-Obwari, Egesieri-Kioge, Nyaramba-Kioge, Sironga-Bonyunyu among others.
